Godly Dragon Shiner Bow Weapon Att

What is the best weapon att a dragon shiner bow can have?
Mine is at best 135 weapon att, but i've seen people with better ones.
How is this possible? I use GM SCROLLS and people have better than mine.
How can I get the best out of my Dragon Shiner Bow?

cause GM scroll it for them, and i found no reason why other GMs do so. >.>
